Delivery Program & Operational Plan

The Delivery Program is prepared following the NSW Local Government Elections to set the priorities for the new term of Council.

This is where the strategic goals found in the Community Strategic Plan are turned into actions.

All plans, projects, activities and funding must be directly linked to the Delivery Program. It brings together Council’s strategies and plans to provide services and infrastructure, and to ensure future sustainability.

The implementation of the Delivery Program is supported by our Resourcing Strategy.

The Operational Plan is prepared annually and provides the detail of the Delivery Program. It identifies the individual projects and activities that will be undertaken in a specific year to achieve the commitments made in the Delivery Program.

Delivery Program and Operational Plan

The current Delivery Program covers the period 2025 to 2029 and each year an Operational Plan is prepared to support it.

Council reports back on the progress of the Operational Plan every quarter of the financial year and the Delivery Program every six months. These reports are presented to the Council Meeting and published on Council’s website - Reports on Our Progress. Council may also amend the Operational Plan at this time.

Revenue Policy

The Revenue Policy includes the fees and charges for the year 2025 to 2026. It provides information about the revenue that Council gets from land rates, charges and fees.

Outcomes Measurement Framework

The Outcomes Measurement Framework shows how effective we are at:

Bringing about positive change.
Meeting the objectives of the Delivery Program and Community Strategic Plan.

The framework was originally developed in partnership between Council and the Centre for Social Impact, University of NSW. The measures have since been amended as part of the development of the Community Strategic Plan 2035 and Delivery Program 2025 - 2029.
