Byron Shire Community Resilience Networks
The Byron Community Resilience Network is made up of endorsed members from:
- Community and non-government services
- Community Hub Groups
- Emergency Services
- Government services.
The Community Resilience Network (CRN) is focused on Emergency Preparedness and Recovery within the Byron Shire. It is a Community Reference Group for the Tweed-Byron Local Emergency Management Committee.

When did the network form?
The first meeting of the Byron Shire Community Resilience Network was held at the end of 2018. It has evolved following successive disasters and a pandemic.
The Byron Shire Community Resilience Network (CRN) has strengthened following the 2022 Floods. This has been helped by a committed group of members who are passionate about improving resilience and recovery outcomes for our Shire.
Community Resilience Hubs
The Community Resilience Hubs are a subgroup of the CRN, made up of volunteer-based grass roots community groups.
There are approximately 11 local Community Resilience Hubs (CHUBS) across the Byron Shire.
The CHUBS collaborate with:
- Local organisations
- Government agencies
- Emergency services.
They aim to:
- Connect community, and understand needs, vulnerabilities, and capacities within locales
- Prepare before an emergency
- Keep community informed and up to date with relevant information
- Recover post disaster
- Advocate for resilience and recovery needs.
Community Emergency Communications - Starlinks
Most of the Byron Shire CHUBS have been provided with portable Starlink dishes by Council. These provide access to essential and life-saving communication if mobile and NBN networks fail.
This project was funded by the NSW and Australian Governments.
CHUBS groups also have radio networks and phone tree systems, for staying connected and distributing essential information.
Community Emergency Communications Guide
The Community Emergency Communications Guide can help grassroots community volunteer groups to develop community emergency communications.
It was created through the Emergency Communications Project, and is funded by the Disaster Recovery Funding Arrangements.
