About the Regional Planning Panel
NSW Regional Planning Panels are independent expert bodies that strengthen decision making on regionally significant development applications.
The Northern Regional Planning Panel (NRPP) is implemented by the NSW government.
The function of the NRPP is to:
- determine regionally significant development applications (DAs), certain other DAs and s4.55(2) and s4.56 modification applications
- act as the Planning Proposal Authority (PPA) when directed
- undertake rezoning reviews
- provide advice on other planning and development matters when requested
- determine site compatibility certificates under the State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004.
Membership
The NRPP is made up of five members.
Three members, including the chair are appointed by the Minister for Planning.
Two members are appointed by Byron Shire Council.
Each Panel also includes alternates to act in place of the permanent members if they are unavailable for any reason, including conflict of interest.
Community representatives are appointed to bring local knowledge and experience to the local planning panel.
Skills and Experience
We are seeking expressions of interest for two fixed and two alternate members. These members will represent Byron Shire Council on the Northern Regional Planning Panel.
Candidates must have the ability to assess regionally significant development proposals against relevant planning legislation. At least one of the members and alternates must also demonstrate expertise in the following areas:
- planning
- architecture
- heritage
- the environment
- urban design
- land economics
- traffic and transport
- law
- engineering, or
- tourism.
Knowledge and experience of development within the Shire is desirable.
Property developers and real estate agents are not eligible to be on the panel.
The panel appointment will be for a term of three years.
Probity checks
Panel members must also provide/undertake the following probity checks if they are our preferred candidates:
- a statutory declaration to be signed by nominees stating they are not a property developer or real estate agent
- public register of real estate agents checks
- bankruptcy record check
- National Police check.
What is involved?
If appointed to a NRPP meeting, panel members will be required to review documents provided to them by the Planning Panel Secretariat. They must be prepared to provide verbal advice to Council and the applicant at meetings.
Members must also participate in the preparation of the panel’s written advice and reasons for determination.
Members will also be required to undertake site inspections. Members are paid for attending each meeting. This includes time spent on preparation, participation in the meeting, and providing written responses.
