Apply for, renew or update a parking permit

Buy an annual parking permit to park in Byron Shire's pay-parking areas and council-operated car parks.

Apply online using our self-service parking permit portal, where you can also update your details and renew your permit. 

You can also apply in person.

Before you start

Before you start, check that you have the correct documents. 

Step 1.Proof of vehicle registration

We only accept current registration certificates in the applicant’s name. If you don't have a renewal notice we can accept a screenshot from the Service NSW website (not the app).

We do not accept:

  • Expired certificates.
  • Registration receipts.
  • Registration checks.
  • Screenshots from the Service NSW app.
  • Your CTP document/certificate.

Step 2.Supporting documents

If the vehicle is in the name of a company, friend or relative, you must have a signed letter from the company or registered owner. This letter must be on letterhead if possible and include:

  • Vehicle registration number.
  • Your name.
  • Your home address.
  • Confirmation that you are a company employee, friend or relative and you have full use of the vehicle.

You will also need proof of residency within the Byron Shire in the applicant’s name.

Step 3.Check your Permit Type

See below for full a list of permits available along with the eligibility criteria and documents needed for each permit type.

Once you have your documents together you can apply online using our permit portal. You will need to sign up for a PayStay account first to use the portal.

Step 1.Sign up to PayStay to create an account

Already have a PayStay account? Skip to step 2.   

When adding your payment details to your PayStay account ensure you select $0 Low Balance Threshold and $0 Top-up Amount.

Step 2.Visit the permit portal

Use the same email used to register your PayStay account. From here you can: 

  • Apply for a new permit.
  • Renew an existing/migrated permit.
  • Check your permit details.
  • Change your number plate if you have purchased a new car. 

Step 3.Upload your documents

  • Current copy of your car registration.
  • Proof of residency within the Byron Shire.
  • For the Pensioner discount, provide a copy of your Centrelink (blue) Pensioner card or DVA card.

Step 4.Submit your application 

  • Please ensure all fields marked with an asterix* have been completed.
  • Tick the box to confirm you have read and understood the terms and conditions.
  • Submit.

Step 5.Check your email

You will get an email confirming when your permit application has been approved.

Reminder emails will be sent from ByronShireCouncilParkingPermits@data.com.au add this contact to your address book or check your junk mail folder to make sure you receive these emails.

Apply in person

Step 1.Visit our customer service counter 70 Station Street, Mullumbimby. 

Step 2.Bring the following documents with you.

  • Current copy of your car registration.
  • Proof of residency within the Byron Shire.
  • For the Pensioner discount, provide a copy of your Centrelink (blue) Pensioner card or DVA card.

Permit types and documents 

ALL documentation needs to be in the name of the applicant or registered car owner.

The residential or commercial property within Byron Shire is required to be in the name of an individual/s. 

$55 for 12-months

You can apply for a resident permit if your primary residence is in the Byron Shire.

Supporting documents

Your vehicles current registration document, if this document does not show your Byron Shire address you must provide proof of residency in the name of the applicant. This could be:

  • Driver’s licence.
  • Council rates notice or water bill.
  • Utility bill (for example phone, electricity, gas).
  • Rental lease or agreement, or letter from landlord or owner, stating length of occupancy (minimum 6 months).

Expired registration documents, screenshots from the Service NSW app, registration receipts, registration checks and CTP documents CANNOT be accepted.

$110 for 12-months

The permit types are for a business, worker or volunteer based within the Byron Bay pay parking area:

Business Permit 

Businesses MUST be situated within the Pay Parking Area/Zone. Businesses must provide the following with their application:

  1. Current vehicle registration/certificate. If multiple vehicles applied for please combine into a single PDF or JPEG file. Expired certificates, screenshots from the app, registration receipts, registration checks and CTP documents CANNOT be accepted.
  2. Proof of Business Location: A document that shows your Business is located in the metered areas of the CBD, for example current lease agreement, recent utilities bill (within last 3 months)

Worker Permit

Workers employed by a business that MUST be based within the Pay Parking Area/Zone must provide:

  1. Current vehicle registration certificate in the name of the applicant. Expired certificates, screenshots from the app, registration receipts, registration checks and CTP documents CANNOT be accepted.
  2. Proof of employment, such as payslip or company letterhead, showing the following:
  • your name and role within the business
  • the trading name of the place of employment and its operating address. To be eligible for a worker permit the business needs to have a fixed address within pay parking area.
  • the name and role (for example owner, manager) of the author (signatory) of the letter plus their direct contact details.

Volunteer Permit

Volunteers working for an organisation that MUST be based within the Pay Parking Area/Zone must provide:

  1. Current vehicle registration certificate in the name of the applicant. Expired certificates, screenshots from the app, registration receipts, registration checks and CTP documents CANNOT be accepted.
  2. Proof of volunteer work such as a supporting letter with official letterhead, showing the following:
  • your name and role within the organisation
  • the trading name of the organisation and its operating address. To be eligible for a volunteer permit the organisation needs to have a fixed address within pay parking area)
  • the name and role, (for example, owner, manager) of the author (signatory) of the letter plus their direct contact details.

$110 for 3 months - Available Now!

A 3-month Temporary Business Permit is for a business, activity, or service within the pay parking area. The following applies to this type of permit.

  • The permit applies within 200m of the business, activity or service stated in the supporting letter discussed below.
  • There is a limit of 5 permits per business, activity, or service.
  • An eligibility assessment will be undertaken by Council staff.

An example may be a business located within the pay parking area undertaking a fit out and temporary permits are required for the tradies.

Supporting documents

The following documents must be submitted with the application.

Supporting letter(s) from the relevant business, activity, or service located within the pay parking area stating:

  • the trading name of the business, activity, or service located within the pay parking area where the activity / works are to be undertaken.
  • its operating address.
  • name and role of the author (signatory) of the letter and their direct contact details.
  • Briefly, the works proposed to be undertaken by the business, activity, or service.
  • Who will undertake the works / activity / service and requires the permit(s).
  • Number of permits applied for.

Mobility Parking Permit

If you have a mobility parking permit it is free to park in our pay parking areas.

Pensioner Parking Permit

You can apply for a Pensioner permit at no cost if your primary residence is within the Byron Shire and you are a current blue Centrelink concession card/DVA card holder.

You must provide:

  • Current vehicle registration document in the name of the applicant. Expired registration documents, screenshots from the Service NSW app, registration receipts, registration checks and CTP documents CANNOT be accepted.   
  • Current blue Centrelink concession card or current DVA card. The applicant must be the primary card holder.
  • Proof of address if either of the above documents do not show your Byron Shire address.

School staff and teachers at Byron Bay Public School and Byron Community Primary School may apply for a School Permit to receive exemptions to time limits in specific streets surrounding their school, conditions apply.

$660 for 12-months - Available Now!

A 12-month Tourist and Visitor Accommodation Permit for approved tourist and visitor premises (as defined by applicable legislation) and subject to the following:

  • Premises has an ABN.
  • Tourist and Visitor Accommodation must have been approved prior to 30 May 2014.
  • excludes Short Term Rental.
  • Only applicable within 200m of the premises stated in the supporting letter discussed below. 
  • There is a limit of 10 permits per premises.
  • A site inspection, review of development approvals and assessment required by Council staff to confirm eligibility.

Supporting documents

The following supporting documentation is required to be submitted with the permit application:

Supporting letter from the tourist and accommodation premises stating:

  • the trading name.
  • its operating address.
  • its ABN.
  • Confirmation it was approved prior to 30 May 2014.
  • name and role of the author (signatory) of the letter and their direct contact details.
  • Number of off-street car spaces available for staff and guests.
  • Number of permits applied for.

Byron Bay or Wategos residents who live adjacent to pay parking areas may be eligible for 2 free Traffic Area Permits. One for the resident and another for visitors.

Traffic Area Permits allow you to park in the street where you live with no time restriction. They cannot be used in the pay parking area.

The Traffic Area Permits are subject to the following:

  • You must live in one of the four precincts: Butler Street, Schools, Tennyson / Massinger, or Wategos.
  • Butler Street Traffic Area Permit can only be used within the Butler Street Precinct. This applies to all Traffic Area Permits.
  • be a long-term resident (not a guest at hotel, hostel, holiday unit)
  • have limited or no off-street parking (if you have 2 or more spaces you will not be eligible)  
  • Submit supporting documentation to verify your residential address, such as:
    • Utility bill –no more than 3 months old
    • Telephone account – no more than 3 months old
    • Current lease
    • Driver’s license
    • Pension card
    • Electoral roll card
    • Rates notice
    • Bank Statement – no more than 3 months old
    • Centrelink health card
    • Rental bond receipt
    • Official government correspondence – no more than 3 months old.

Visitor permits

A Traffic Area Permit can also be used for your visitor’s vehicles. You must update the licence plate for your visitor’s vehicle using the permit portal. Select the 'update vehicle' button and enter the details.  

A maximum of two vehicles per household can be exempt at any one time.  

Who isn’t eligible for a Traffic Area Permit?

  • Businesses, hotels, hostels, B&B and holiday units are not eligible. 
  • Property owners who do not reside at the property are not eligible.

By submitting an application for the Traffic Area Permit, you agree to the Conditions of Use(PDF, 93KB).

Please allow up to 10 business days for your Traffic Area permit to be assessed. If approved, the status of the permit will change from “Pending” to “Granted”. If the permit is not approved, an email will be sent explaining the reason.
