Public Access relating to items on Agendas is granted between 9.00am and 10.00am on the day of the Meeting. Requests for public access should be made to the General Manager or the Mayor no later than 12.00 midday one day prior to the Meeting. Requests for public access must be made using the form provided below.
People wanting to speak to items on the Agenda will be listed for public access in the same order the items appear on the Agenda. People can request up to three speeches each (on separate reports or submissions), with additional speeches by the same organisation/speaker possibly being accommodated if time permits. All requests must make clear whether the speaker is generally speaking in favour of, or against, the recommended action(s) in the report.
Should there be more than one speaker addressing Council on the same item, speakers will share the allocated 5 minutes for speeches in favour, and share the allocated 5 minutes for speeches against the recommended action(s) in the report. For example, if 2 people are speaking in favour of Report 13.1, each speaker will have 2.5 minutes for their speech.
The Mayor will ask speakers if they will accept questions from Councillors during their submission.
General submissions (for Ordinary Meetings only)
Anyone wishing to make a submission to Council on a matter that is not included in the Agenda will be able to do so at the completion of Public Access on items on the Agenda, (see note on Public Access above) provided there is time available prior to 10.00am. Anyone wishing to speak on a subject not listed in the agenda will be allocated a general submission time of two minutes. A person is permitted one submission per meeting.
Questions from the public to Councillors (for Ordinary Meetings only)
Anyone wishing to ask Councillors a question may do so provided there is time available prior to 10.00am. The time allowed per question is one minute and only one question is permitted per person.
Note: Questions are to be on current agenda items or current issues before Council.
Inclusion on the Public Access and Submission list
To be added to this list, your request must be received by 12 noon on the day before the meeting. Requests for public access must be made using the form provided below when meetings become open for public access submissions. Public Access Submission requests can only be made for meetings that have a published agenda. These are listed below under 'Current requests for Public Access and Submissions'. The process for inclusion is as follows:
- Check below under 'Current requests for Public Access and Submissions' to see if the meeting you wish to make a submission for is open for submission requests.
- If so, fill out the form below.
- Your request will be reviewed. You will receive an email if it has been approved. If approved, you will be listed in the link for the relevant meeting under 'Current requests for Public Access and Submissions' below within one business day.
- Please note that incorrectly filled out forms will be deleted. If your request has not been approved within one business day, please create a new request, taking care to ensure the form is filled out correctly.
