Changes to rural bin services

We recently reviewed our rural waste service options and there are some changes that may affect your property.

1. Compulsory rural domestic waste bin collection service charge

From 1 July 2018 a compulsory domestic waste bin collection charge will apply to all properties that include a dwelling house and are within our rural bin collection service area.

 In previous years the bin collection service and associated collection charge for properties in rural areas was optional.

2. New 140L landfill bin option for rural residents

From 1 July 2018 we can provide our rural residents with the option of reducing their current 240L capacity landfill bin to a 140L landfill bin.

By choosing this option, you will save around $100 per annum in comparison to the 240 litre landfill bin collection service charge, receive a waste education pack and for a limited time, will also become eligible to purchase a subsidised home compost bin (220 litre capcity) and kitchen food scraps caddy for $25.

3. New three bin system for Federal Village

From 1 July 2018 Federal village residents will be part of Council's Three Bin Collection Service with the introduction of a green organics bin, the same service provided to customers in our urban collection areas.

If you live in Federal Village you also have the option to downsize your landfill bin to a 140L option.

 1. Compulsory rural domestic waste bin collection service charge

The main reasons for Council deciding to make the rural domestic waste bin collection charge mandatory from 2018/19 are:

  • to encourage responsible household waste management practices resulting in environmental benefits such as reduced waste to landfill and increased recycling.
  • legislation requires Council to levy a domestic waste management charge on all residential properties within our waste collection areas (including vacant land).
  • it results in a more equitable financial contribution by ratepayers to operational waste management costs.
  • the domestic waste bin collection charge has been compulsory for dwellings within the urban collection area for many years so now the rural collection area charging policy is consistent with urban areas.
  • to reduce illegal dumping of waste in public bins.

2. New 140L landfill bin option

This service change is part of Council’s ongoing commitment to improving waste management and resource recovery.

There are also a number of important environmental objectives that this program aims to achieve including:

  • waste minimisation
  • reduced waste to landfill
  • increased recycling through the provision of a smaller landfill bin option, incentivised home composting system and educational information.

3. New three bin system in Federal Village

 In 2016 a rural waste bin audit show that over 40% of the contents in rural landfill bins were food and garden organics. Through the introduction of a green organics bin in Federal, Council anticipates it will divert an additional 14 tonnes of organics waste from landfill each year which will be recycled into a valuable compost product that will be used by local farmers and gardeners to improve soil quality.

There are also a number of important environmental objectives that these program aims to achieve including:

  • reduced waste to landfill
  • increased recycling
  • seeing the value of waste as a resource.

1. Compulsory rural domestic waste bin collection service charge

Once you have contacted us to order you bins we will start delivering from Monday 2 July 2018, along with an education pack to help you get started with the new bin service.

You may start using the bins as soon as you receive them, but you will only be charged from 1 August.

 

2. New 140L landfill bin option

  • If you elect to change the capacity of your landfill bin (red lid) from 240L to 140L We will start to swap and deliver bins from Monday 2 July 2018.

Please ensure your 240L bin is accessible for changeover during this period

If you request the change before 1 July 2018, the reduced annual collection charge will be reflected on your 2018/19 Rates and Charges Notice.

  • If you elected to purchase the garden compost bin and kitchen food scraps caddy;

 We will deliver these to your property with the delivery of your new 140L landfill bin.

The subsidised cost of $25 and delivery is only available to 30 September 2018 and the cost will be included as a one-off charge on your 2018/19 Rates and Charges Notice.

From 1 October 2018, these products can be purchased from Council at a cost of $47 and $6 respectively.

 

3. New three bin system in Federal Village

We will deliver your new organics bin between 26-29 June 2018, along with a kitchen bench-top caddy for food scraps, a roll of compostable liners and an education pack to help you get started.

The weekly collection of your green organics bin will start on Wednesday 4 July, on your normal collection day.

From 2018/19 your property will be charged for a rural domestic waste bin collection service regardless of whether it is utilised or not. The rural domestic waste bin collection service consists of the fortnightly collection of a landfill (mixed waste) bin (either 140 or 240 litre capacity) and alternate fortnightly collection of a 240 litre recycling bin.

Whilst Council won’t consider adopting proposed services and setting fees and charges for 2018/19 until 28 June 2018, the following table provides proposed 2018/19 rural domestic waste collection service charges for comparative purposes.

If you request a 140L landfill bin, you will also become eligible to purchase a subsidised garden compost bin (220 litre capacity) and kitchen food scraps caddy for $25. The cost will be charged to your rates account. This offer will expire after 30 September 2018 however, these products are also available to purchase from Council.

 

2. New three bin system in Federal Village
