The following provides answers to some commonly asked questions about the issue of resident parking coupons.
Who is eligible?
All residents who are owners of a motor vehicle registered in New South Wales to a residential address within the Shire. Eligibility is determined by your vehicle registration, it is not determined on whether you are a ratepayer.

Are all registered vehicles eligible?
There are some restrictions regarding the issue of coupons to various vehicles, although generally the majority of privately owned vehicles registered in New South Wales are eligible. Trailers and machinery are some examples of vehicles not eligible for a parking coupon. Vehicles registered for rental and sale purposes are also not eligible. Coupons are issued at Council's discretion.
Do Motor cycles require a resident coupon?
Council has decided that due to the difficulties in attaching and displaying a resident parking coupon to motor cycles they are no longer required. However signposted time limits do apply.
How do I obtain a coupon?
Residents are required to provide Council a copy of the current vehicle registration certificate. Council will not accept certificates that have expired or that do not have payments details receipted on the certificate by the RTA. Each application must present a copy of a current vehicle registration certificate. The onus is on the applicant to ensure that they have the correct paper work prior to applying. No exceptions will be made.

The issue of a resident parking coupon is an annual application by residents when the current coupon expires. Each new issue of a coupon is determined on the current criteria required by Council.

Residents who operate a business /company registered vehicle are eligible for a parking coupon for the vehicle. Only company vehicles that are registered as business / commercial use will be accepted. Those registered as private use are not eligible. What if I have changed address to what is represented on my registration certificate / license?
You are required under New South Wales legislation to notify the Roads and Traffic Authority of a change of address within 14 days. Council will only process and send a coupon to the local residential or local Postal Box address as represented on the certificate of registration or in the case of company owned vehicles the local address on the Drivers License. You are required to make changes with the RTA prior to applying to Council.

What if more than one car is registered to the same address?
Provided each vehicle meets the current criteria requirements of Council for obtaining a coupon, one will be issued to each vehicle.
What if my vehicle is registered to a Byron Shire Commercial address?
Council will require owners / drivers that operate vehicles registered to Byron Shire commercial addresses according to Council records to supply a current copy of their New South Wales drivers license indicating their Byron Shire residential address. Licenses with business addresses will not be accepted.
What if I am a resident of the Byron Shire but my car is registered in another state?
Residents who reside in Byron Bay are required under New South Wales legislation to register their vehicles in New South Wales. Your vehicle is not eligible for a coupon.
What if I reside both in Byron Shire and another State. My car is registered in the other State, am I eligible for a coupon?
The issue of dual occupancy comes down to deciding which is your primary address. If Byron Shire is your primary address then under New South Wales legislation your vehicle and licence should be issued in New South Wales. A coupon will not be issued for vehicles registered in other States unless it meets the requirements of a business registered vehicle.
I am not a resident of the Byron Shire but I work in the Shire. Am I eligible?
You do not qualify because you are not a resident of the Shire.
I am a new resident to the Byron Shire. How do I get a coupon?
If you are a new resident and have a New South Wales registered vehicle you must change your details with the Roads and Traffic Authority to update your vehicle registration certificate to display your current Byron Shire address. Your vehicle registration must display your operated address as a Byron Shire residential address to be eligible.
If I have applied for a coupon but have not received it yet, can I park without paying in the paid parking areas?
No. Paying to park is only exempt in a designated paid parking area when your vehicle displays a valid resident parking coupon. Residents who park without a current coupon affixed to their vehicle are required to pay for parking where applicable. Infringements will be issued to vehicles not displaying a current coupon or parking ticket from the machines provided.
I require a replacement parking coupon for my vehicle what do I have to do?
If you require a replacement you will be required to supply Council a current copy of the vehicle registration certificate and either the damaged coupon or a statutory declaration. A replacement cost of $20.00 is applicable.
I am a resident but have a loan vehicle from my family, friend or rental company. Can I obtain a coupon for that car?
Council is not able to provide casual coupons for loan vehicles.
What does coupon parking entitle residents to?
Residents who display a valid parking coupon are permitted to park without charge in the designated paid parking areas in Byron Bay. However, TIME RESTRICTIONS ARE STILL ENFORCED. Residents must ensure they adhere to directions as signposted.
Altered or misused coupons.
Council views the act of altering, changing or general misuse of a coupon as a serious offence, heavy penalties apply. In conjunction to a fine being issued Council will also cancel the current coupon and prevent any future issue of a coupon. At Councils discretion the coupon can be revoked to any person / household and or related company.
