Orana Road - Road Reconstruction Works

Road Reconstruction Works - Orana Road

Byron Shire Council wishes to advise they will be undertaking Road Reconstruction works on Orana Road from Warrambool Road to 50m east of Tathra Glen.  The works will be done in the following stages:

Stage 1 – Subsoil Drainage and Kerb & Gutter repairs

The work zone on Orana Road is from Reka Way to 50m east of Tathra Glen.   Works will include the installation of subsoil drainage and kerb & gutter repairs.  Works are expected to commence Monday 20 March 2017 and take 2 weeks, weather permitting.  The work zone will be under traffic control and it is possible that residents and motorists may experience some minor delays. 

Stage 2 – Road Reconstruction

The work zone on Orana Road extends from Warrambool Road to 50m east of Tathra Glen.  Works are expected to commence from 3 April depending on completion of Stage 1 works.

Road reconstruction works will consist of the removal of 190mm of existing road pavement and replacement with 190mm of asphalt cement (AC) in two stages:

a)     145mm AC base course placed on day road pavement is removed, and

b)     45mm wearing surface upon completion of base course works 

Impacts to Residents

The following applies to residents living on Orana Road within the work zone. Residents living in Reka Way, Kiah Close and Dyam Place need to read the information below and additional information on the following page.

Stage 1 – Subsoil Drainage and Kerb & Gutter repairs

The work zone will be under traffic control and it is possible that residents and motorists may experience some minor delays.

Stage 2a – Road Pavement Replacement

  1. To minimise the duration of works and the impact on residents, the works will be undertaken from 6am to 8pm daily.  Works in each section will be completed within one working day.  
  2. Council’s targeted replacement schedule is shown on the attached map however this is weather and traffic dependent and alterations to this may occur.  Residents will be informed of any changes by staff on site.
  3. Residents located within the section of road affected by pavement replacement will be required to relocate their vehicles from their property to other roads within Ocean Shores except Reka Way (Kiah Close and Dyam Place are not an option on the day they will be effected by the works – see information below).  Vehicle movements must be done prior to 6am on the day of works and will be able to return to their property once the section is complete by 8pm.
  4. Residents who do not relocate their vehicle will be unable to use their vehicle until the works on that section are complete.
  5. All affected residents will be advised when they need to relocate their vehicles prior to the works. This notification will either be by letter or in person from a Council Officer.
  6. Vehicle traffic within the work zone will be one way only in an easterly direction from Tweed Valley Way to Warrnambool Road during working hours.  Motorists must follow site signage and Traffic Controllers.

Stage 2b – Application of Wearing Surface

  1. 45mm of AC is programmed to be placed on one side of Orana Road along the entire length of the work zone during the hours of 6am to 8pm and will be completed within 2 days.  The accomplishment of this is reliant on vehicle traffic and weather.
  2. Residents located within the section of road affected by pavement replacement will be required to relocate their vehicles from their property to other roads within Ocean Shores except Reka Way (Kiah Close and Dyam Place are not an option on the day they will be effected by the works – see information below).  Vehicle movements must be done prior to 6am on the day of works and will be able to return to their property once the section is complete by 8pm.
  3. Residents who do not relocate their vehicle will be unable to use their vehicle until the works on that section are complete.

Reka Way, Kiah Close and Dyam Place

  • Reka Way - will be closed at the intersection with Orana Road during the road reconstruction period with site fencing erected.
  • Kiah Close - will be impacted and access will be limited during Section 2.  There are 3 approximate times of delay for up to one hour when residents will nothave access to enter or exit Kiah Close:
    • 7:30am
    • 11:30am
    • 3:00pm
    • Dyum Place - will be impacted and access will be limited during Section 4.  There are 3 approximate times of delay for up to one hour when residents will nothave access to enter or exit Dyum Place:
      • 7:30am
      • 11:30am
      • 3:00pm

Consideration of Alternative Construction Methods

Other construction methodologies were considered; however, those options had an unacceptable impact to residents due to Orana Road being a major thoroughfare in Ocean Shores.  Those options are as follows:

  1. Remove 190mm of existing pavement and place only one layer of AC base per day within normal working hours.  This would result in a minimum 100mm drop in road pavement and residents within the work section would be unable to access their driveway via vehicle for period of at least 3 sequential days.
  2. Reconstruct road with granular pavement within normal working hours.  This would result in a drop greater than 190mm in the pavement in front of driveways and loss of vehicle access for an undetermined amount of time with total construction works taking at least several months.

Future Works in Ocean Shores

Once the Orana Road works have been completed, road reconstruction works will commence on Coomburra Crescent.  This construction will be a granular pavement replacement with an AC wearing surface.  This method of construction was determined to be the most economical and acceptable due to geotechnical and foundation conditions, existing gravel pavement and lower traffic volumes.  During these works vehicle access will be limited at times but not lost.
