Tweed Street Draft Master Plan
The plan is on exhibition between 11 March and 15 April 2010.
The four page A3 document entitled Draft Master Plan - Tweed Street Brunswick Heads 2.42 MB is available as a PDF file and also in hard copy as per details below.
A two page, A4 flyer is also available for downloading which summarises the master plan. This same flyer, along with cover letter, has been sent to property owners and tenants along Tweed Street.
The plan is exhibited in accordance with Council resolution 09-1088:
- That the Strategic Planning Committee recommend that Council endorses the Draft Master Plan for Tweed Street Brunswick Heads and that the Plan be placed on public exhibition for a period of not less than 28 days during February / March 2010.
- That the Strategic Planning Committee recommend that Council endorses the results of the public exhibition period being reported back to Council, with the report including details of the possible staging of proposed works and identification of any possible sources of funding.
- That the Strategic Planning Committee recommend that Council endorses the public exhibition period to include information that makes it clear that the plans on show:
- are draft documents and subject to further Council endorsement
- are for the purposes of consultation only
- have no Council budget or external funding source and that such budgetary matters will be the subject of the proposed report back to Council after the public exhibition period.
The below details the background, key issues, process to date and how you can have your say.
Background
In December 2007 Council resolved 07-729 as follows:
- That Council endorse the development of plans for traffic management and street scaping of Tweed Street, Brunswick Heads.
- That Council allocate the available remaining funds of $18,900 from the Footpath Dining - Streetscaping Fund to develop plans for community consultation and planning purposes.
- That Council staff involve the Brunswick Heads Chamber of Commerce and the Tourism Group during the development of the plans for community consultation.
- That the plans developed for community consultation be reported back to Council prior to placing them on public exhibition.
The above was undertaken during most of 2009 by the Council engaged local consultants Social Habitat who are a local cooperative arrangement consisting of professionals in design, streetscapes and community consultation.
Their work culminated in a report to the Strategic Planning Committee meeting of Council on 26 November 2009 which eventuated in Council endorsement as per 09-1088 above.
As per that report, the draft master plan was developed as follows.
Consultation and Publicity
Specific details are within the project 'storyboard' available below (see Key Issues). However in summary, the majority of the 2009 consultation was structured and targeted via:
- attendance at community festivals (eg Old and Gold)
- issuing of maps for people to draw upon and submit (45 individual maps were produced)
- several community meetings (see Key Issues below)
- several presentations to the Brunswick Heads Chamber of Commerce (BHCCC) 'taskforce'
- a presentation to the BHCC community representative forum.
In addition, several newspaper stories were run during 2009, such as:
- Byron Shire News - "Master plan for Tweed Street is ready to roll" on 4 June 2009 and "Tweed St upgrade plan well under way" on 25 June 2009.
- The Byron Shire Echo - 30 June 2009 -"Master plan for Tweed Street, Brunswick Heads" on 30 June 2009.
Information was also distributed by the BHCC and their taskforce established for this project who can be contacted as per details on www.brunswickheads.org.au.
Prior to 2009, the local chamber supported the Melbourne University student 'Fresh Eyes' project (in 2006) which included street design and ideas for Tweed Street. The chamber also undertook surveys of local business (in 2007) and residents (in 2008).
This prior work also helped inform the 2009 development of the ever evolving 'storyboard' which was located at the local visitor centre and captured the following key issues.
Key Issues
The draft master plan includes a summary of the key issues.
Key issues were derived by the consultants' use of a 'storyboard' approach to capture and record the process that has led to the development of a draft master plan.
Hard copies of the 28 page, A3 document is available for review at Council's normal community access points plus several Brunswick Heads locations during the consultation period as noted below.

The consultation period will run between 11 March and 15 April, 2010. Details of the process are available on the public notice which will also appear in the Byron Shire News on 11 and 25 March and 8 April 2010.
Hardcopies of the draft Master Plan are available for review at Council's community access points.

- Hotel (on Mullumbimbi St).
