Council welcomes interim user agreement for new Byron Regional Sport and Cultural Complex
Byron Shire Council today approved at its extraordinary council meeting an interim user agreement for the Byron Regional Sport and Cultural Complex.
Executive manager of community infrastructure Phil Holloway said local sporting groups can now apply for an interim user agreement at the BRSCC until the draft Sports Field User Policy was adopted.
Sporting groups will need to have a signed interim sports field user agreement, before playing on the BRSCC fields.
Mr Holloway said whilst he acknowledged the frustration felt by some sporting groups, there was a process to follow which had to be completed prior to access being granted to the sporting fields.
“Yes it’s been frustrating, but the primary focus has been getting the fields and complex finished in time for the official opening.”
Mr Holloway said it was important that access to the new complex was managed appropriately, and with fairness, for all users.
The interim sports field user agreement would be replaced by a permanent version once Councillors had adopted the draft Sports Field User Policy.
The interim user agreements details when the grounds could be used by whom, wet weather closures, line marking responsibilities, cleaning of toilets, usage of canteens, pre-game field inspections, signage, insurance, noise and use of utilities such as power and water.
User charges for the playing fields would not be levied on the sporting groups until such time as the draft Sports Field User Policy was adopted. Sporting groups, who use the BRSCC fields during the interim period, will be liable for electricity costs associated with the lights.
