Development of a new Community Strategic Plan

To everyone who participated this year in Council’s community consultation for the development of the Community Strategic Plan …. A BIG THANK YOU.

Council received over 1,600 surveys and 2,182 comments were submitted.  A full copy of consultation results can be found within the Consultation Report listed below.

The Phase 2 consultation reflected that the community supported the identified community outcomes with a strong focus on community infrastructure and the environment.

Winner of the community survey iPad 2 was Mr Barry Gray.  A long time resident of the Shire (over 50 years), Mr Gray was thrilled to receive his prize and will make good use of the iPad during travelling and keeping in touch with his grandchildren.

Point of Interest:

At the Ordinary Meeting held 15 December 2011, Council resolved not to apply for a special rate variation for 2012/2013.  Council general rates will be pegged for 2012/13 at 3.6% as previously announced by IPART.

Where to next?

The draft Community Strategic Plan along with a four year delivery program, annual operational plan and resourcing strategy will be placed on public exhibition in 2012.

What is the draft Community Strategic Plan?

The draft document outlines our long-term community vision and plan for Byron Shire including:

  • our vision for "culturally rich and thriving communities living in harmony, responding positively to the challenges of our world, and leading by example"
  • five key goals to guide our Shire for the next 10 years
  • 17 community outcomes to be achieved over the next 10 years; and
  • proposed strategies and partnerships to assist us in moving towards our future goals for the Shire.

The aim of a CSP is to provide clear strategic direction for the long term, and identify the main priorities, aspirations and future vision of Byron Shire. The CSP encourages Council to draw together all plans and strategies into one meaningful document.  Byron Shire Council must have its CSP complete by 30 June 2012.

Once finalised, the Community Strategy Plan will include:

  • a long term (10+ years) Community Strategic Plan - identifying the community’s main priorities and aspirations for the future.
  • a 4 year Delivery program - the principal activities to be undertaken by the Council to implement the strategies established by the Community Strategic Plan, within the resources available under the Resourcing Strategy.
  • an annual operational plan - the individual projects and activities that will be undertaken for the year to achieve the commitments made in the Delivery Program.

A CSP is a local government requirement of the NSW Division of Local Government (DLG), Department of Premier and Cabinet. The new framework replaces the former annual Management Plan and Social Plan with an annual integrated Community Strategic Plan (CSP).
