Development Advice

Development Support Services

Council provides a Development Support Service, free of charge to assist with enquiries relating to understanding applicable policies. You can ask a Development Support Officer (DSO) what policies are likely to apply to a site and/or proposed development and the DSO is able to send you an email with links to relevant policies or other helpful information, for your convenience. Contact a DSO:

DSOs are not able to interpret policies for you. If you need further assistance with policy interpretation then (for a fee) you can seek Written Planning Advice from Council (see below) or book a meeting with a Council Planner (see below).

To lodge a Development Application in person or to check that an application is acceptable prior to lodgement, simply bring the application in to Council’s front counter and Council’s DSO will go through the application with you to determine if the application is complete for lodgement. You’ll need to bring the completed development application form (accessible via Council’s Development Application Forms page), all required supporting documents such as a Statement of Environmental Effects (refer to the Development Application Help Guide), and applicable fees. Written Planning Advice

If you require more detailed planning information in writing you can download and complete a Request for development related advice application form. There is a minimum fee of $155 associated with this service (further fees of $155/hour may be applicable).

Council will then provide you with detailed and researched written response of the information in respect of the question/s you have asked or advice you are seeking.

The request must be clear and to the point and clearly spell out the question/s to be answered. It is recommended that you provide plans of the proposal with the application to assist with asking and answering your question/s. It is preferred that plans be provided in PDF format however Council will accept paper copies should you not be able to provide a PDF copy. Any plans and documentation can be sent to Council by mail, email or be delivered in person to Council's Customer Service Centre.

Written planning advice provides an opportunity to obtain a detailed interpretation in writing, of policy requirements as they relate to a specific proposal or site.

Within 14 days of receiving your application, the requested information will be researched and a letter of reply mailed or emailed to your address.

Development related advice meeting

If you would like to meet with a Council Planner for a more detailed interpretation of Council policy requirements as they apply to a site and/or proposed development, then you can book a Development Advice Meeting by downloading and completing a Development Related Advice Form.  There is a minimum fee of $155 associated with this service (further fees of $155/hour may be applicable).

The request must be clear and to the point and clearly spell out the question/s to be answered during the meeting. It is recommended that plans of the proposal are provided with the application to assist with asking and answering your question/s. Development Advisory Panel ('DAP') Meeting

A DAP Meeting is a meeting between prospective applicants and a team of Council technical staff to discuss a development proposal prior to the formal lodgement of a development application with Council. A DAP Meeting provides a prospective applicant with the opportunity to discuss and receive feedback from Council on the technical and merit aspects of a development proposal following a preliminary assessment of submitted plans and documents detailing the proposal. This service usually applies to larger scale developments or sites / proposals with more complex issues. A DAP meeting can help identify lodgement requirements, relevant planning controls and related local issues prior to the lodgement of a development application. Council provides Minutes of the meeting, highlighting relevant controls, providing recommendations and indicating design changes that may be needed to improve the quality of a proposal.

There is no mandatory requirement to have a DAP Meeting prior to making a development application. DAP Meetings are however encouraged by Council as the most appropriate means of dealing with enquiries of a complex or site-specific nature, or where formal feedback is being sought from Council on a specific development concept or proposal plan.
